How can small business get quality talent ?

With employable candidates almost non existent for SBU's, where are they going to find employees to fuel their growth ?
 
One idea would be to look at retired people as a resource.
 
They have the necessary experience and skill sets and they come to you as finished product.
 
Another advantage is that they would be less inclined to look for greener pastures.
